In the backdrop of the ongoing Ukraine Russia conflict, a PIL has been filed before the Supreme Court of India seeking directions to accommodate the medical students returning from Ukraine and permit them to complete their education in Indian medical college with appropriate Indian or foreign degree as an emergency and one time measure.

As an alternative relief, the petition has sought directions to coordinate with Ukraine government and declare some Central or State Government or private colleges as overseas campuses of Ukrainian institutes for the purpose of continuation of studies as one time emergency measure till normalcy prevails in Ukraine.

According to the petitioner, such one-time exception for war affected Indian Students studying abroad is in consonance with India's constitution scheme of availability of fundamental rights including right to life, justice, equity and fair play and goes well with the ideals of India as a true welfare state.

The petitioners,  who are two lawyers, have moved the Supreme Court to 'highlight the plight of Indian Students compelled to discontinue their studies ln various courses including Medical Courses in various institutes of war affected Ukraine'

The petitioners have argued that Union of India and the States are duty bound to carve exception in the system of medical education as one time measure in view of the unprecedented situation of war in Ukraine

According to the petitioners, the solution to the present problem may be found by either opening the off shore campuses in India or by permitting the students to complete the balance portion of their medical education as per the Indian medical education syllabus.
