The Supreme Court has issued notice to the State of Kerala on a plea seeking the desilting of River sands from all rivers in Kerala on yearly basis, before the arrival of monsoon.

The bench of Justices A. M. Khanwilkar and J. B. Pardiwala was hearing a special leave petition after a March, 2021 decision of the Kerala High Court, dismissing as withdrawn the writ petition praying for the same.
Before the High Court, the petitioner in person, Sabu Steephen, had sought adoption of expert scientific recommendations for yearly desilting of River sands from all rivers in the state, before the arrival of monsoon. A similar exercise was required with respect to all the reservoirs/ dams in Kerala.
The Petitioner had also prayed for a direction, calling upon the Respondents to establish stock-yards for sand, across Kerala, district wise or Taluk-wise, so that the general public will get quality sands for their construction purposes in a standardized fair price in a fair manner.
The plea was withdrawn after the High Court refused to entertain the matter on mere paper reports. Liberty was granted to file a fresh writ petition with supporting documents.
Now, the Supreme Court after hearing Advocate V. K. Biju for the petitioner, sought reply from the respondent-state on the SLP.
The bench directed, "Issue notice, returnable on 11th July, 2022. Dasti, in addition, is permitted."
