Rajasthan HC to deliver verdict on Sachin Pilot camp's plea on July 24;

Speaker not to act on the disqualification notices till then

Para 2(1)(a) of the Tenth Schedule is with respect to the conduct outside the house : Kamat 

Kamat refers to the Parliamentary Committee reports with respect to Tenth Schedule, which observed that those who wreck inner party discipline must pay the price with disqualification.

Kamat says that there was no rebuttal from either Salve or Rohatgi on his point that the action of Pilot-led MLAs amount to voluntary giving up of party membership.

All over the country, none of the notices given by Speaker records reasons. Even in the Karnataka disqualification case, which was upheld by the Speaker, the notice had no reasons : Kamat

Kamat submits that his research showed that the rules of none of the legislative assemblies and also the Parliament prescribe that reasons have to be recorded before issuing show-cause notice.

Senior Adv Devadatt Kamat , appearing for Congress Whip, Manoj Joshi, now making submissions on the point whether Speaker has to record reasons before issuing show-cause notice.

The Court is now hearing an intervenor, who states that he is a concerned citizen.

Rohatgi concludes; says he has no objections to the impleading applications.
