    The Supreme Court will hear today petitions seeking 100% verification of EVM votes with VVPAT slips.

    A bench comprising Justices Sanjiv Khanna and Dipankar Datta will hear the petitions filed by the Association for Democratic Reforms and others.

    Responding to the petition filed by ADR, the Election Commission of India had cited practical difficulties in verifying all VVPATs. Earlier, a bench led by Justice Sanjiv Khanna, while hearing ADR's petition, had expressed reservations about the demand for 100% VVPAT verification, saying that it would add to the ECI's burden without much significant advantage.

      J Khanna: the paper used for VVPAT is it thermal or normal paper? Thermal paper? Does it have a printer on it

      So the thermal paper is used, where ink remains for 5 years.

      Is the thermal roll good for 2000 votes? Is the roll changed?

      ECI: no the printer is replaced

      J Khanna: so when does candidate get opportunity? One when software is uploaded, then on polling day a mock poll and at the stage of counting is there any exercise to ensure the data in each machine is available to the candidate?

      ECI: yes

      J Khanna: also the data regarding the votes polled and captured

      ECI: Yes

      J Khanna: after polling do you permit a person to take technical help to verify the machine?

      Singh: the machine is not shared with anybody

      J Khanna: after polling, the machine remains as they are but you don’t share unless court demands

      ECI: the engineers have it.

      J Khanna: after uploading is it sealed? Can we get the entire stages from 0-z for the methodology and procedure adopted?

      ECI: symbols are generated in the VVPAT and software is independently made.

      J Khanna: how you upload? There must be cable port

      ECI: by a cable.

      J Khanna: that port is done for each polling booth separately?

      ECI: yes

      J Khanna: each unit is also separately sealed and then stored. Is there a possibility to ascertain later whether the controlling unit was attached to the other units?

      ECI: by serial number

      J Khanna: but not possible electronically. Is there any port attached? How is software uploaded?

      J Khanna: the controlling unit is with the polling officer. The polling unit can take 1000 votes. After every 1000 votes the unit is changed.

      So they don’t need to be changed unless there is a malfunction but they are stored together and after the counting they are also kept together?

      And then the candidates representatives also sign off?

      J Khanna: after voting are the machines sealed by the representative of the candidates also? The controlling unit remains with the polling officer?

      J Khanna: Mr Singh there is not need to be apprehensive, we have not said anything. What is the factual position? And can you keep the units for future inspection?

      Singh: the counter affidavit takes into account that the use of the machine and what happens after the vote is cast

      J Khanna: in the lunch break we thought whether after the voting is done, there must be storage of each machine, even after the counting is done, can those machines be kept for a technical evaluation or inspection?

      Singh: if a machine has to packed, the political representative signs off on it
