      ASG Nataraj: All these issues are subject matter pending before larger bench except the 8 lakh limit. That’s the preliminary objection. Only on this they can argue

      Further impleadment of parties. States are not before the Court. All India Seats are under consideration now. Ministry of Social Justice hasn’t been made parties. That’s preliminary challenge
