Shukla: With regard to lockdown, libraries, coaching institutions are all closed.

Bench: This is not the way we can go ahead. Second point you complete. Do you have the information about which cities have restrictions ?

Shukla: With regard to train services, they haven’t resumed fully. They haven’t even increased. This is a problem.

Bench: If you point out no transport facility is available, that can be considered. But, that’s not the situation in any city. 

Shukla: There are distance issues which are also involved.

Bench: Mr. Shukla, this argument was made in April. Now everything is unlocked. You can use the transport and everything is available. 

Bench: If the question is of ten out of lakhs, then what should we do. Doctrine of proportionality should also be considered. If your submission is that enough arrangements have not been made for them, that’s different. 

Bench: Give us the figures as to how many are there. Do you have the details ?

Shukla: Not exactly the details, but Petitioner No. 13 is a Corona warrior.

Bench: Tell us the points that you have raised which have not been taken into account.

Shukla: There are doctors, frontline Corona warriors, pregnant ladies who are still fighting.

Shukla: One of our main grievances was that the distance was a problem. The candidates would have to travel.

Bench: Please go slow. 

Bench: Please use this opportunity for constructive suggestions. They have given comprehensive solutions. There are 72 centre and 2000-ish sub-centres. Social distancing will be observed with 2 metres of distance within two candidates. 

Bench: We have seen the comprehensive Affidavit. They have submitted what arrangements have been made. If you want more security, argue on that. But, you cannot ask for postponement on the basis of the fact that some will not be able to give it. 

Shukla: There are doctors who are Corona-warriors. They are aspirants. We have raised this issue.

Bench: There are 10 lakh aspirants. The exam cannot be customised area-wise or individual-wise. Everyone should get adjusted to it.
