He said such detentions can be allowed only in special circumstances... Article 22 and 67 of the CrPC clearly manifest... And the magistrate should give reasons for authorising the detention and the whole scheme is to limit the period of detention.

He argued that it is an illegal arrest at the hands of the applicants (NCB).
