    The Supreme Court to hear the batch of petitions concerning ethnic clashes in the State of Manipur. The matter was taken up by a bench comprising CJI DY Chandrachud, Justice JB Pardiwala, and Justice Manoj Misra

    The batch of petitions include a petition filed by the Manipur Tribal Forum Delhi seeking the protection of the Kuki tribe by the Indian Army and a petition filed by Chairman of the Hill Areas Committee (HAC) of the Manipur Legislative Assembly, Dinganglung Gangmei, challenging the direction of the Manipur High Court to consider the inclusion of Meitei community in the Scheduled Tribe list. It may be noted that the issue related to ST status for Meitei triggered the riots in the state.

    On July 20, the Supreme Court had taken suo moto cognisance of the issue arising out of the horrific video of two women in Manipur, being paraded naked and subjected to sexual violence amidst the ethnic conflict in the State. The court had directed the Centre and the State Government to inform it of the steps taken to bring the perpetrators into law. The court has stated in no uncertain terms that it would give a little time for the government to take action but if something was not done soon, it would step in.

      Counsel: I am appearing for an intervention application. My concern is that state should look into how many villages have been burnt, consolidate... district wise reports should be made. People who have ran should be rehabilitated to their respective villages.

      Grover: There are detailed directions on how rape trials are to be conducted. I want to further the plea for SIT monitored by this court, from outside the state. I wanna refer to Lakhimpur Kheri case...not only SIT was made, former judge of the HC was asked to monitor.

      Grover: Even in the FIR of women in the video cases- What is the section? Section is 376 only. Section 376(2)(g) states rale during communal strife- Why does it become important? Because it links to the Indian evidence act.

      Grover: It is essential to highlight this targeted violence...the offence is also rape commited during communal strife...we cannot turn a blind eye towards it.

      Grover: There may be sexual violence against both communities. I don't know. But I do know that there is a targeted attack against the Kuki women, which is a minority community.
