The Tripura High Court recently directed the Tripura state to carry out inspection of all State Government schools within the State of Tripura and to take such remedial steps vis-a-vis wherever shortfall of teachers exist to meet that contingency as well as wherever infrastructural needs are required.
The Bench of Chief Justice Indrajit Mahanty and Justice S. G. Chattopadhyay was hearing a PIL registered by the Court based on newspaper reports of students of schools in various parts of the State of Tripura.
Earlier, the Court had issued a direction for the state government to submit a school inspection report.
Further, on February 14, the State Government submitted its report in connection with two schools of the State, while the Court was satisfied that the government had taken remedial steps to fill up the posts of teachers, however, the Court was not satisfied with the infrastructural conditions of another school.
The Court noted that in the Baijalbari H.S School, in the year 2006, the fire had broken out in the said school and four classrooms were totally damaged but till date, no repair had been carried out thereon.
Apart from that, the Court also noted that the building is in dilapidated condition, floors are damaged, ceilings are also damaged and classrooms also do not have window pans and in certain cases, no windows, and the said area is infested with mosquitoes and insects.
The Court further found that the report further suggested that although most of the classrooms have electric fans maximum numbers of fans are nonfunctional and lighting in the classrooms is totally insufficient.
The Court directed the State Government to take care of other deficiencies pointed out in the report filed by the State Government and the Court hoped that the needful will be done at the earliest.
"We hope and trust that the State may make these two schools as an example and carry out inspection of all State Government schools within the State of Tripura by appropriate authorities and take such remedial steps vis-a-vis wherever shortfall of teachers exist to meet that contingency as well as wherever infrastructural needs are required the same shall also be reviewed from time to time," the Court said as it disposed of the writ petition and also called for an affidavit of compliance within a period of 4 months.
