The Expert Committee constituted to study the enhancement of Court Fees in Kerala has decided to hold public hearing to hear the views and suggestions from the general public and other stakeholders.

The state government had constituted a five-member expert committee headed by Justice V K Mohanan to study and suggest proposals for revision of Court Fees to amend the Kerala Court Fees and Suits Valuation Act, 1959.

The first meeting of the expert committee held on January 24, 2024 decided to get opinions, suggestions and statistics from various stakeholders and official sources like Registry of the High Court, statutory bodies, judicial and quasi-judicial authorities, representatives of Bar Association and lawyer organizations. This is done to ensure transparency and fairness and to provide all stakeholders an opportunity of hearing.

The Public hearing will be held as per the schedule mentioned below:

    1. June 19, 2024- Kannur and Kasargod
    2. June 20, 2024- Koazhikode, Malappuram, Wayanad
    3. June 21, 2024- Ernakulam, Thirssur, Alappuzha
    4. June 22, 2024- Thiruvananthapuram, Kollam, Pathanamthitta

In the budget speech for the financial year 2024-25, State's Finance Minister K N Balagopal stated that court fees have not been enhanced in the state over the last two decades. It was stated that since court fees were not enhanced, the government had to find funds for the administration of justice from other sources.

The 189th Law Commission Report has also concluded that enhancing court fees would enable recovery of the cost to meet the increasing expenditure for the administration of justice.
