    In a move aimed at ensuring the quality and safety of insulated flasks, bottles, and containers used for domestic purposes, the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry Of Commerce And Industry has issued a new Quality Control Order (QCO).

    In exercise of the powers conferred by sub-section (1) and (2) of section 16 read with section 17 and sub-section (3) of section 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016), the Government, after consulting the Bureau of Indian Standards, has issued the "Insulated Flask, Bottles and Containers for Domestic Use (Quality Control) Order, 2023".

    It is set to be implemented six months from the date of notification for all entities, except for Small Enterprises and Micro Enterprises, which will have a longer timeframe for compliance.

    For Small Enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006 (27 of 2006), the Order will come into force nine months from the date of publication of the notification.

    Similarly, for Micro Enterprises, also defined under the same Act, the Order will be enforced twelve months from the date of publication.

    The main provision of the Quality Control Order mandates compulsory certification under IS Standards for ‘Insulated Flask for Domestic Use’, ‘Domestic Stainless steel vacuum flask/bottle’ and ‘Insulated Container for Food Storage’, for the products manufactured for domestic market or imported into India.

    It's important to note that the Order does not apply to goods or articles manufactured domestically for export purposes. Additionally, enterprises registered under the "Udyam portal" of the Ministry of Micro, Small, and Medium Enterprises, meeting specific criteria on investment in plant and machinery and turnover, will be exempted from complying with this order.

    The Bureau of Indian Standards (BIS) will serve as the certifying and enforcing authority for the goods or articles listed in the Table, ensuring that they meet the required quality standards.

    The notification also warns that any person found contravening the provisions of this Order will be subject to penalties as per the Bureau of Indian Standards Act, 2016.
