DPIIT Implements Quality Control Order For Resin Treated Compressed Wood Laminates

In a move aimed at ensuring the quality and safety of Resin treated compressed wood laminates, the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry Of Commerce And Industry has issued a a new Quality Control Order (QCO) for Resin Treated Compressed Wood Laminates.
The Order, named "Resin treated compressed wood laminates (Quality Control) Order, 2023," was notified after exercising the powers conferred by the Bureau of Indian Standards Act, 2016.
According to the notification, the Order will come into force six months from the date of notification, and it applies to all goods or articles falling under the category of Resin treated compressed wood laminates.
Additionally, there are specific timelines for compliance based on the size of enterprises involved in the manufacturing process.
For Small Enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006, the Order shall come into force with effect from nine months from the date of publication of the notification.
On the other hand, for Micro Enterprises, also defined under the same Act, the Order will come into force after twelve months from the date of publication.
The main provision of the Quality Control Order mandates compulsory certification under IS Standard for ‘Resin treated compressed wood laminates (compregs)- for electrical, chemical and general purposes’ for the products manufactured for domestic market or imported into India.
To demonstrate conformity to these standards, the laminates must bear the Standard Mark under a license from the Bureau. This certification will be conducted in accordance with Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
However, it is important to note that the Order does not apply to goods or articles manufactured domestically for export purposes. In such cases, the regulations of the Quality Control Order will not be applicable.
The Bureau of Indian Standards will act as the authority responsible for certifying and enforcing the provisions outlined in the Order for Resin treated compressed wood laminates.
