Delhi High Court Orders Joint Inspection Of Detention Centre On Plea By Rohingya Refugee’s Sister

The Delhi High Court has ordered a joint inspection of a detention centre in Northwest Delhi by officials of Ministry of Home Affairs, Foreign Regional Registration Office (FRRO) and DUSIB to ascertain the availability of basic amenities and facilities there. 

Justice Prathiba M Singh was hearing a plea moved by the sister of a Rohingya refugee detained at a Sewa Kendra in Shahzada Bagh.

Sabera Khatoon in her plea sought basic facilities for her sister Shadiya Akhtar, who holds a UNHCR refugee identity card. The court has been told that her sister does not have proper access to basic amenities such as warm water, bed, blanket, pillow, winter essentials, winter wear, etc. in the detention centre.

The counsel, representing the petitioner, submitted that the detained individual is also not being provided proper medical care.

On the other hand, the counsel appearing for FRRO submitted that apart from food, all remaining facilities are provided by DUSIB in the detention centre which is run by the Municipal Corporation of Delhi.

“In the backdrop of the facts narrated, it is directed that two competent officials of Respondent Nos.1 and 2, as also two officials of the DUSIB shall jointly visit the Sewa Kendra at Shahzada Bagh and put up a report before this Court as to the amenities and other issues which are raised in this writ petition before the next date of hearing. Photographs of the Sewa Kendra shall also be placed on record,” the court ordered.

The court also directed that medical records of the Rohingya refugee be placed on record before the next date of hearing. The matter will now be heard on February 24.
