Delhi HC Directs DU To Set Timelines To Provide Degree Certificates And Marksheets To Both Previous And Current Students [Read Order]

The Single Bench of Justice Prathiba M Singh has further directed the University to devise a mechanism for issuance of online transcripts in respect of those students who need the same urgently and the same be set out in the affidavit.

The order has come in a bunch of writ petitions moved by students who have not received their degree certificates from the Delhi University despite completing their graduation 2-3 years ago. These students are facing difficulty in applying for postgraduate programmes in foreign universities due to non-availability of the degree certificates. 

In the previous order, the court had directed the University to set up a mechanism to streamline the process of providing digital degree certificates to the students. The University was also directed to submit an affidavit showing its progress in the present matter.

In its affidavit, the Delhi University submitted that on an average about 12 persons have been engaged for the issuance of online degree certificates and 450 online degree certificates are being generated on a daily basis.

On the issue of online transcripts and marksheets, the University expressed inability to extend the said facility to regular students. However, it said that the same can be provided to students seeking admissions in foreign universities and require online transcripts on an urgent basis.

In light of these submissions, the court directed the University to submit an affidavit specifying timelines for transmission of mark sheets and degree certificates to Digilocker in a phased manner. Further data relating to the issuance of online degree certificates shall also be set out in the said affidavit.

The court further said:

'The online digital degree certificates, which are now been issued are monolingual i.e., only in English, unlike the previous degree certificates which were bilingual i.e., both in English and Hindi. It is ordered that both formats of the online degree certificates whether in monolingual format or bilingual format would be valid for the candidates to submit to their respective universities/authorities in foreign countries and the present order may be used for the said purpose.'
