Delhi Government Makes 14 Days Home Quarantine Mandatory For Kumbh Mela Returnees

In view of the situation of COVID-19 in Delhi, the Delhi Disaster Management Authority on Saturday resolved that in order to prevent further transmission of COVID-19 virus and for effective CoVID-19 management in the national capital, it has become imperative to mandatorily test, trace and quarantine all those residents of Delhi who have visited or are going to visit Kumbh-2021 at Haridwar.
The Chairman of State Executive Committee of the Delhi Disaster Management Authority in exercise of powers conferred under section 22 of the Disaster Management Act, 2005 issued directions for Delhi residents visiting Kumbh Mela this year in order to take effective measures to prevent its spread in NCT of Delhi.
The order issued in this regard reads thus:
"All those residents of Delhi who have visited or are going to visit Kumbh-2021 at Haridwar, shall be required to compulsory Home Quarantine themselves for 14 days on arrival to Delhi."
Furthermore, the order states that all those residents who are going to visit Kumbh-2021 at Haridwar from tomorrow (18th April) onwards till the closure of Kumbh on 30th April 2021 are mandatorily required to upload requisite details information (viz, name, address in Delhi, contact no., ID proof no., date of departure from Delhi, date of arrival in Delhi etc.) on the link provided at Delhi Government portal i.e. www.delhi.gov.in before leaving Delhi.
Delhi Government makes it mandatory for residents visiting Kumbh 2021 to compulsorily quarantine themselves for 14 days on their arrival in national capital.

The order also provides the following directions:
- All those residents who are going to visit Kumbh-2021 at Haridwar from tomorrow onwards till the closure of Kumbh on 30h April 2021 are hereby mandatorily required to upload requisite details information (viz, name, address in Delhi, contact no., ID proof no., date of departure from Delhi, date of arrival in Delhi etc.) on the link provided at Delhi Government portal i.e. www.delhi.gov.in before leaving Delhi.
- If it is found/ reported that any such resident of Delhi who has returned to Delhi after visiting Kumbh-2021, has not uploaded the requisite details/ information, he / she shall be sent to the Institutional Government Quarantine Center for 14 days by the District Magistrate concerned.
- District Magistrates of Delhi shall ensure tracing and surveillance on a daily basis of all such residents of Delhi. They should also ensure quarantining of such residents of Delhi, either at Home or in the Institutional Government Quarantine Centers, as the case may be.
- District Magistrate (HQ), O/o the Divisional Commissioner, GNCTD shall be the Nodal Officer for coordinating and supervising the entire process.
In view of the aforesaid directions, the order also provides that any person violating these instructions will be liable to be proceeded against as per the provisions of section 51 to 60 of the Disaster Management Act, 2005, besides legal action under section 188 of IPC, and other legal provisions as applicable.
