MPHC Asks Centre To Frame Recruitment Rules For Bhopal Memorial Hospital [Read Order]

The Madhya Pradesh High Court has asked the Union Ministry of Health and Family Welfare to frame recruitment rules for teaching and non-teaching posts in Bhopal Memorial Hospital and Research Centre (BMHRC) by the next date of hearing or else it will be constrained to summon the Secretary of the Ministry.
The BMHRC was opened particularly to provide advanced super-specialty care to victims of Bhopal gas tragedy. The hospital functions under the Union Ministry of Health and Family Welfare.
Petitioner ND Jayaprakash said despite the high court’s directives issued in past, the Union Ministry of Health and Family Welfare was yet to come out with recruitment rules for the posts of teaching faculty and non-teaching faculty of BMHRC.
The gas victims were not getting proper medical treatment as many posts of doctors were lying vacant in the BMHRC, Jayaprakash, co-convener of Bhopal Gas Peedith Sangarsh Sahyog Samithi, said.
In August 2016, over a dozen doctors working in the BMHRC tendered their resignation en masse as they were concerned over future instability in the absence of any service conditions or rules, he said.
A division bench of Chief Justice Hemant Gupta and Justice Vijay Kumar Shukla said: “If before the next date of hearing, recruitment rules for appointment of teaching faculty and non-teaching staff of Bhopal Memorial Hospital and Research Centre are not framed, we will be constrained to seek personal presence of the Secretary, Ministry of Health and Family Welfare, Govt. of India.”
The court issued the directive during hearing of a bunch of petitions pertained to medical facilities of the affected persons of Bhopal gas tragedy.
