    The third phase of the Capacity Building Program on New Criminal Law Reforms for Police Officers of Chhattisgarh, organized by Hidayatullah National Law University (HNLU) in collaboration with the Chhattisgarh Police, successfully concluded its second batch with the valediction ceremony held at the Netaji Subhash Chandra Bose State Police Academy, Chandkhuri, Raipur.

    The Valedictory Address was delivered by Prof. (Dr.) V.C. Vivekanandan, who emphasized the role of technological advancements in crime investigation, evidence collection, and law enforcement. He highlighted that the integration of law and technology is crucial for effective policing and to maintain law and order. He also spoke about the significance of law and law-making in a democracy, underscoring that HNLU remains committed to organizing similar capacity-building programs for police officers in the future. He stressed the importance of both theoretical knowledge and practical training in equipping officers with the necessary tools to uphold justice.

    Dr. Ratan Lal Dangi (IPS), Director of the Netaji Subhash Chandra Bose State Police Academy, extolled the participating officers to implement their learnings in their respective fields and train their juniors, ensuring the effective execution of the training lessons in real-world policing. Dr. Abhishek Pallava, IPS, Superintendent of Police at the State Police Academy, spoke on the significance of such training programs in equipping police officers with the latest legal knowledge and investigative techniques.

    The 10 day training program featured eminent resource persons, including HNLU professors, practicing advocates of the Supreme Court, High Courts, and Trial Courts, prosecution officers, and retired judicial officers, who provided insights into various aspects of the new criminal laws and their practical implementation. Registrar of HNLU Dr. Deepak Kumar Srivastava, expressed gratitude to all dignitaries, participants, and resource persons for their invaluable contributions to the success of the program.

    The officers who performed exceptionally well during the training program, particularly in the role-play exercises replicating police station investigation procedures based on case studies, were felicitated by the dignitaries.


    Organized under the aegis of the Centre for Comparative Law, School for Law and Governance, and the Centre for Forensics, School for Law and Technology at Hidayatullah National Law University (HNLU) this third phase of the training program is a part of the collaborative initiative which kickstarted in May 2024, before the implementation of the New Criminal Laws. The capacity building program designed in three different formats of 2 days, 3 days and 5 days aims to train over 1000 police officers. The third phase which is for the ASPs, DSPs and Inspectors, is spread across six batches, with each batch consisting of 150 officers. The training for the first batch was conducted from 20th to 24th January 2025, and the second batch from 27th to 31st January 2025.

    This initiative stems from the historic Memorandum of Understanding (MOU) signed between HNLU Vice Chancellor Prof. (Dr.) V.C. Vivekanandan and Director General of Police (DGP) Ashok Juneja on the 5th of March 2024, in the presence of Chief Minister, Deputy Chief Minister (Home), Prof. (Dr.) Ranbir Singh, ACS (Home), and senior police officials of Chhattisgarh. This collaboration seeks to enhance legal knowledge and practical skills among police officers through structured training programs.

    The series of training programmes were coordinated by Dr. Deepak Srivastava, Registrar I/c of HNLU, Mr. Abhinav K Shukla, Faculty of HNLU, Dr. Pankaj Shukla, Additional Superintendent of Police and Mr. Shubham Tomar, Prosecution officer at the State Police Academy.
