Diljit Dosanjh Concert In Chandigarh Breached Prescribed Noise Limits, Strict Action Against Violators Suggested: UT Tells Punjab Haryana HC

The Union Territory of Chandigarh today told the Punjab and Haryana High that Diljit Dosanjh's concert which was held on December 14, breached the prescribed noise limits and "strict action" is recommended against the violators.
On December 13, the Court had permitted Punjabi singer Diljit Dosanjh to hold a concert in Chandigarh on December 14. However, the court had directed that the event must adhere to noise limits, maintaining ambient air quality standards with a maximum noise level of 75 decibels otherwise penal action can be taken against the organizers.
As per the affidavit filed on behalf of UT admin, the noise levels were monitored at various locations during Diljit's concert and it was observed that the noise level exceeded the limits prescribed under The Noise Pollution (Regulation and Control) Rules, 2000.
"Accordingly, action under the Environment (Protection) Act, 1986 and Noise Pollution (Regulation and Control) Rules, 2000 has been proposed vide letter dated 16.12.2024," the affidavit read.
However, stating that there is no urgency in the matter, a bench of Chief Justice Sheel Nagu and Justice Anil Kshetarpal adjourned the hearing to first week of January. "Since there is no urgency in this matter, we will hear this in January...there are other important matters waiting," it said orally.
The development comes in a PIL filed by a resident, Ranjeet Singh, seeking directions to the UT Administration to submit a detailed report on traffic management, crowd control, noise pollution, etc. for the concert at Chandigarh.
Senior Advocate Amit Jhanji appearing for the UT Administration today submitted that all necessary measures to ensure proper compliance under the relevant Rules and Act were taken and three committees were constituted to monitor the concert. He also informed that "show cause notice" has been sent to the violators.
Senior Advocate Akshay Bhan appearing for the organisers claimed they had "managed a lot" and sought time to file a reply.
