Karnataka High Court Dismisses PIL To Permit Holding Of Bull/ Bullock Cart Race In Kolar District

The Karnataka High Court on Wednesday dismissed a public interest litigation seeking a direction to the Deputy Commissioner of Kolar District, to grant permission for conducting a bulls race/bullock cart race, in Dullapalli village of the District scheduled in January 2025.
A division bench of Chief Justice N V Anjaria and Justice M I Arun dismissed the petition filed by V Keshavamurthy and said “It is entirely for the authorities to consider the subject matter, the court will not intervene in any fashion.”
The petitioner had said that he had made a representation to the authorities in October 2024. He now sought a direction to the authorities to consider it and act upon the representation and to ensure that adequate security and safety measures are arranged for the peaceful and safe conduct of the bulls race/bullock cart race, in recognition of the events cultural and traditional significance for the villagers.
The bench on going through the records said “The court is not inclined to invoke the public interest jurisdiction. The petitioners do not have a right, much less enforceable right to plead and press by invoking powers under Article 226 of the Constitution.”
Accordingly it dismissed the petition.
