The High Court of Jammu and Kashmir and Ladakh has disposed of a long-pending Public Interest Litigation (PIL) concerning the security arrangements at judicial complexes across the Union Territories.
Acknowledging the extensive measures undertaken to fortify the security infrastructure in both High Court and District Court premises, the bench comprising Chief Justice Tashi Rabstan and Justice Rajesh Sekhri noted that substantial progress had been made in ensuring a safer environment for judicial officers, advocates, litigants, and visitors.
The PIL was initiated in response to growing concerns about the security arrangements in court complexes, particularly in light of increasing threats and vulnerabilities faced by judicial institutions. The court had taken cognizance of the matter suo motu, recognizing the urgent need for enhanced safety measures to protect the judicial ecosystem.
In the years that followed, multiple reports were submitted by concerned authorities regarding the security preparedness of High Court wings in Jammu and Srinagar, as well as the District Courts across both Union Territories. The court actively monitored these developments, seeking compliance reports and reviewing the adequacy of measures being implemented.
In a fresh compliance report submitted by Mr. H.A. Siddiqui, counsel for the High Court, it was outlined that a series of significant improvements had been made to bolster security, like the formation of a High-Level Security Committee, installation and upgradation of CCTV surveillance, controlled entry and Access Regulation and reallocation of unrelated facilities within the court premises among many other measures.
After reviewing the compliance report, the High Court bench expressed satisfaction with the improvements made, stating that significant progress had been achieved in strengthening security arrangements across judicial complexes in both Union Territories.
“The above conspectus of the measures which have been taken and are being taken by the respondents would reveal that significant progress has been made to improve the security scenario with respect to High Court complexes as well as District Courts across the UTs”, the court remarked.
In view of these improvements, the court directed the Registrar General to continue engaging with relevant agencies and ensure that any pending security concerns, as highlighted in the compliance report, are addressed promptly.
With these observations, the bench disposed of the PIL.
