    In a significant stride towards addressing the often-overlooked plight of undertrial prisoners, the Delhi State Legal Services Authority (DSLSA) is set to launch a groundbreaking initiative titled "PROJECT सक्षम: A Chance for New Beginnings." This project, aimed at the rehabilitation and reintegration of undertrial accused persons released on bail, comes at a crucial juncture, signalling a paradigm shift in the approach towards criminal justice in the national capital.

    The issue of undertrial incarceration is multifaceted, with individuals detained awaiting trial, face a myriad of challenges that extends far beyond legal proceedings. Often forgotten or neglected by society, these individuals grapple with socio-economic marginalization and stigmatization. For many, the period of detention becomes a cycle of despair, hindering their prospects for a brighter future.

    DSLSA has conceived "PROJECT सक्षम" as a holistic response to the complex needs of undertrial accused persons. At its core lies a commitment to restoring dignity, fostering resilience, and empowering individuals to reclaim their lives post-release. By harnessing the potential of rehabilitation and reintegration, DSLSA aims to break the cycle of recidivism and pave the way for a more just and inclusive society.

    Key Components of the Project

    Comprehensive Rehabilitation: DSLSA's approach to rehabilitation goes beyond legal assistance, addressing the socio-economic dimensions of undertrial incarceration. Through dedicated support services, including necessary assistance, and access to essential resources, undertrial accused persons will receive the essential tools to rebuild their lives.

    Reintegration into Society: The successful reintegration of undertrial accused persons into society is paramount to the project's objectives. DSLSA has collaborated with employers, and other stakeholders to create a supportive environment conducive to the individuals' transition back into mainstream society.

    Skill Utilization: Leveraging skill development programs conducted within prison facilities, DSLSA will empower undertrial accused persons to utilize their acquired skills effectively. By offering guidance and mentorship, individuals will be equipped to pursue gainful employment opportunities and contribute meaningfully to society.

    Job Mela & Beyond

    Central to the project's implementation is the organization of a Job Mela, scheduled for 7th May, 2024, at Central Office, DSLSA, Rouse Avenue District Courts. This job mela will serve as a platform for undertrial accused persons to connect with potential employers, thereby facilitating their entry into the workforce. Established hospitality sector institutions such as Max HealthCare and Barbeque Nation are part of the project as potential employers. Moreover, in the Job Mela, undertrial accused persons will not only have an opportunity to secure employment but also volunteer to become Community Para Legal Volunteers with DSLSA, making a meaningful contribution to society and rewriting the narrative of their lives. The event will be graced by Hon'ble Mr. Justice Manmohan, Acting Chief Justice of High Court of Delhi & Executive Chairperson, DSLSA.

    As DSLSA prepares to roll out "PROJECT सक्षम" across all prisons in Delhi, the stage is set for a transformative journey towards empowerment and redemption. Through collective action and steadfast dedication, undertrial accused persons will have the opportunity to embark on a path of renewal, rewrite their narrative and forge a brighter future for themselves and their communities.

    In this regard, a Para Legal Volunteer Orientation Session was held on 29th April, 2024, at Central Office, DSLSA, Rouse Avenue District Courts. The Para Legal Volunteers were nominated by District Legal Services Authorities under whose jurisdiction the identified undertrial accused persons currently reside. Following the orientation session, the PLVs have been visiting the residences of Undertrial Accused Persons to apprise them about the Project as well as the Job Mela to be organized on 07.05.2024. The undertrial accused persons, resident of other States in the Country, who had been lodged in Delhi Prisons, have also been approached through the State and District Legal Services Authorities of 14 other States.
