      Justice Chandrachud: Now we will hear Mr. Mehra. 


      Justice Shah: Their issue is that oxygen is being supplied, but it is not being lifted. 


      Sr. Adv. Rahul Mehra: First I want to thank Centre for providing the full oxygen yesterday. It was the first time we were relieved.

      SG: But audit has to be from doctors who are in Delhi, because the issue is focused on DELHI. That is what I’m saying. 


      Justice Chandrachud: Give us some names who can give some input on various other issues such as how do we plan for manpower, issue with rural areas.

      Justice Chandrachud: We don’t want to make it sound that we are casting doubt on Delhi. We are looking at everybody’s point of view. 


      SG: In yesterday’s order, it was said that formula needs to be revisited. This is a pan INDIA issue. We can include from other States.

      Justice Chandrachud: Nor is the idea to lay down the policy for the Government of India. We can only give input. Policy responsibility is on you. We will not take over that. We don’t go to elections, there’s no accountability. You do. We only want to give suggestions.

      Justice Chandrachud: different parts of the country. We can replicate them not only in Delhi, but Calcutta to Maharashtra, Maharashtra to other places. Idea is to create a national pool of learning on this subject.

      Justice Chandrachud: Ideally, it is not to say that the formula being made by those doctors is wrong. They are eminent doctors. But, now we have a wealth of experience coming in from -

      Justice Chandrachud: Whoever is arguing before us, we have to ask questions. We appreciate the efforts that your officers have made to comply with our orders overnight. We like the spirit in which it has been achieved in last 24 hours.

      SG now reads out the duties of the audit committee and the issues that can be examined - actual requirement for GNCTD and how the oxygen being distributed is utilised. It will also examine the problems being faced by Delhi residents.
