J Shinde- ED can investigate? You are saying that State cannot investigate, who approached ED 

Mundargi - Paying a private operator to show a channel first is not an offence. Its a violation u/s 29 of the TRAI Act. There is a bar on taking cognisance unless a complaint is filed by the authorised officer. 

J Shinde asks if the person who paid the private cable operator to show the channel first is a part of Republic TV.

Mundargi - No

Mundargi had earlier informed the court that transfer to CBI was in their main plea, not an interim application. 

J Shinde tells Mundargi it would be better if the arguments were concise and if the court was provided written notes.
