The Central Board of Indirect Taxes and Customs (CBIC) has issued the advisory for the Anonymised Escalation Mechanism (AEM) for delayed Bill of Entry under Faceless Assessment.

The Board has endeavoured to provide an anonymized escalation mechanism for ICEGATE registered users where they can submit their grievance for delay in Bill of Entry clearance under faceless assessment. The delay in clearance would subsequently be escalated to the concerned Faceless Assessment Officers.

The Anonymised Escalation facility also enables users to track the status of grievances submitted by them till their eventual resolution.

It is noteworthy that grievances can be logged for delay in Bill of Entry clearance if the two criteria are met. Firstly, there should be a minimum of a 24 hour gap after the filing of BE for the registration of grievance requests. Second, grievances can be filed for Bill of Entries that include the IGM number and date.

The step-wise guide is to be followed for logging a grievance and tracking a previously logged grievance through the anonymised escalation mechanism available post login on ICEGATE.

In order to log a grievance, login through the ICEGATE user portal, select "Taxpayer's Grievance Application" and then click on "Register BE (Bill of Entry) Grievance". Enter Bill of Entry details and click on the Submit button to create a grievance. If the details match the specified criteria for grievance creation, a new grievance will be created and a grievance number shall be provided for tracking purposes. Otherwise, appropriate error messages will be generated.

Login through the ICEGATE user portal to track previously logged grievance status. Select "Taxpayer's Grievance Application" and then click on "Track BE Grievance". Grievance status can be fetched either with grievance details or BE details. Click on the search type drop down and select the search type. Search for grievance details. Select Grievance Details as the Type, enter the Grievance Number and Grievance Date, and then click Submit. The status of the grievance must be displayed. If you search by Bill of Entry details, Select Bill of Entry (BE) details and enter the Bill of Entry number, port code, and date to see the grievance status.
