    The Juvenile Justice (Care and Protection of Children)(JJ) Act, 2000 provides for monitoring and evaluation of functioning of structures under the Act through Social Audit. Clause 36 of the JJ Act, 2000 states that the Central Government or State Government may monitor and evaluate the functioning of the Children’s homes at such period and through such persons and institutions as may be specified by that Government. Further, Rule 64 of the Central Model Rules, 2007 states that the Central Government or the State Government shall monitor and evaluate the implementation of the Act annually by reviewing matters concerning establishment of Board or Committee or Special Juvenile Police Unit (SJPU), functioning of adoption agencies, child friendly administration of juvenile justice and any other matter concerning effective implementation of the JJ Act.

    In this regard, the Ministry of Women and Child Development held two consultations on 14th August, 2015 and 29th September, 2015 with participation from Ministries/Departments, State Governments, Civil Society organizations, non-governmental organizations and experts to develop Model Social Audit Formats, which can be used to conduct social audit under the JJ Act, 2000. The Formats have been developed for Child Welfare Committee, Juvenile Justice Board, Special Juvenile Police Unit, Children’s Home, Observation Home, Special Home, Specialized Adoption Agency and Shelter Home/Open Shelter.

    A copy of the Model Social Audit Formats is placed on the website of the Ministry for suggestions/comments from the Civil Society Organizations, Non-Government Organizations and Individuals, who are encouraged to review the formats and send their comments to the Ministry at email id socialauditjjact@gmail.com  latest by 21.10.2015 till 6:00 pm. The title of the email must mention the subject as given above.
