ASG Raju: The meeting between Suresh Menon and Vijay took place. There was demands of bribes made.

ASG Raju: This is not a simple statement. It is corroborated by a contemporaneous WhatsApp chat.

ASG Raju: "Vijay Nair conveyed that the MNCs should give funds to AAP to get a favourable policy..."

This is a direct demand of bribe by Vijay Nair. This is corroborated...

ASG Raju: On one side they wanted to change the policy. Simultaneously Vijay Nair was meeting the players, taking bribes etc.

ASG Raju: The fact that this note was destroyed, fortunately we got it from some other source, but it clearly shows that there is something in it which they didn't want to be seen.

Justice Khanna: Mr Raju, sometimes bureaucrats make something. Sometimes political executive may say please prepare it this way. Political executive sent a note saying this is not how we wanted it to be...legal opinion is on legal matters not on how policy can be.

ASG Raju: The petitioner says that there is no such note but there are WhatsApp chats corroborating to the same. That note was not convenient to petitioner so it was discarded.

ASG Raju: Please see the WhatsApp chat between excise officers regarding cabinet note.

ASG Raju: All these are identically worded. So it shows a copy paste job. Petitioner wanted increase in licenses, decrease in excise, he didn't want lottery system, wanted auction system...
