    In a move to streamline judicial process in the State of Odisha, an online portal for Warrant Management System (WMS) was officially launched on Thursday by the Chief Justice Chakradhari Sharan Singh.

    The event was attended by Dr. Justice Sanjeeb Kumar Panigrahi, Chairman, State Court Management System (SCMS) Committee and Judges of the High Court. Yogesh Bahadur Khurania, Director General of Police, Odisha, Dr. Santosh Bala, Director, State Crime Records Bureau, Odisha and Judicial Officer across the State joined through online mode.

    This innovative platform has been designed to enhance the execution and tracking of warrants issued by various courts, providing a vital tool for law enforcement and the judiciary.

    The WMS portal offers a comprehensive solution for issuing and tracking different types of warrants, including bailable, non-bailable, distress, and recommitment warrants. This flexibility allows the judiciary to respond effectively to a wide range of legal situations while enhancing data accuracy and operational efficiency.

    One of the significant features of the WMS is its commitment to transparency. By eliminating the possibility of warrant suppression and assigning responsibility to police stations for timely execution, the system aims to improve compliance and accountability. An inbuilt monitoring system allows for real-time oversight by Courts and police hierarchies, ensuring that warrants do not remain unaddressed.

    It is not infrequent to see warrants issued by Courts facing unwarranted delays in execution due to a lack of systematic tracking, with many lying unattended in police stations. As of August 31, 2024, a staggering 54,799 warrants are pending for execution in Odisha.

    After the successful pilot testing in the judgeships of Cuttack, the WMS was launched in the District Courts of Angul, Balasore, Khurda, Ganjam, Koraput, Rourkela in the judgeships of Sundargarh and Sambalpur on 01.08.2023.

    With this launch in rest 23 districts, 421 Courts will be covered with unique user IDs' created to facilitate seamless communication between Courts and police stations. Now, all the Courts of Odisha have been included under the WMS.
