    The Rajasthan High Court last week directed the State Government to ensure that smart television screens are installed in all Balika Gruhs, Children Observation Homes & Nari Niketans and pre-recorded courses of education department can be provided so as to impart education to the ladies/children housed in these institutions.

    The Bench of Justice Sandeep Mehta & Justice Devendra Kachhawaha directed so, while hearing a habeas corpus petition and taking into account the suggestions made by Amicus Curiae Dr. Nupur Bhati.

    She suggested the Court that smart television screens may be provided in each institution on which Pre-recorded courses of the Education Department can be played according to the age group of the ladies housed in the Institutions.

    Further, the Court noted,

    "The suggestion is considered to be an effective tool for providing education to the ladies without requiring physical presence of faculty members."

    In response to this, the State Government informed the Court that a programme named 'Smile' has been developed by the Education Department, which can easily be displayed to the ladies, who are lodged in the Institutions.

    To this, the Court said that the execution be ensured by the next date of hearing i.e., Monday (15th March).

    The State Government also informed the Court that steps are already underway for establishing Open Air Gyms in the various care institutions viz. Balika Gruhs, Children Observation Homes as well as Nari Niketans all across the State of Rajasthan and full compliance shall be ensured within next two months.

    The Court was also informed that compliance has already been ensured regarding increase of the frequencies of the visits by the medical experts in the Institutions.

    With this, the Court posted the matter for receiving further progress report and hearing the matter on Monday (15th March).

    In related news, the Gujarat High Court had, in September 2020, observed that it is essential that vocational training be imparted to girls kept in shelter homes. The Court had issued a slew of instructions/directions related to education, healthcare and other facilities in Women Shelter/Protection Home.

    Further, in October 2020, considering the pathetic condition of food as also of building and other necessities of a Shelter Home in Kutchh, the Gujarat High Court had ordered the state authorities to furnish details regarding the functioning of the Women Protection Homes and the total amount of grant/funds allocated for these homes on an yearly basis.
