Sr Adv Kapil Sibal continues with his submissions: The order said that keeping in view of the fact that there is infrastructure available with the NHRC & the instances sought to be projected by the petitioners are large in number, they requested the Chairperson to constitute a Committee.
Bench asks details of other writ petitions which were filed.
Bench is informed there were three main writ petitions.

Sibal: Petitioner alleges facts and court accepts and says action is missing! It further states no concrete action was taken by State. What is the basis of all this? We will show in each case what steps were taken!
Sibal: Another BJP Candidate referred to the picture saying his house was set on fire.

Justice Saran: WB Human rights commission is appointed by state government?
Sibal: yes.
Sibal: Then comes order of 18th June, which is the most important order. It's their case that these are all officers nominated by Human Rights Commission. As per report of June 3 people were reinstated. So the state was taking action.
Justice Saran: if arson and murder, it will go to SIT ok.
Justice Saran: Direction is murder & rape case go to CBI and rest to SIT. How is this to be bifurcated? SIT will consider rioting...

Justice Bose: there can be murder coupled with arson
Sibal: it will go to CBI.
Sibal : When you come to violence in state you question police officers as if no one can be trusted, and as if political party in power is in control. But you don’t apply same yardstick to the centre! There is another party in power at Centre controlling the Central agency.
