Senior Advocate Kapil Sibal is appearing for the West Bengal Government before a bench comprising Justices Vineet Saran and Aniruddha Bose.

Kapil Sibal: What’s happening is CBI is issuing notices to police officers in the state.
J Saran: 7th we will look into the matter. Principles of natural justice that you’re arguing, we should not pass orders without hearing the other side.
Bench: Writs relating to the same issues filed by some alleged victims be also listed on 7th.
Adv Sidharth Kumar for ECI: I’m accepting notice.
J Bose: Your role is between 2nd & 5th, what was your responsibility
Sibal: CBI is carrying on the investigation, lordships should say that should be subject to the outcome of this court’s order.
J Saran: that is always there we don’t need to say.
Sibal: No fresh cases to be registered.
Bench: In one week nothing will happen.
Bench orally observes: We just thought there’s no point in hearing it in totality without the other side being there.
Bench: (ORDER) Issue notice. Petitioner permitted to serve respondents in Dasti mode. Some respondents are on caveat and need not be served. List on 7th.
Sibal: There are a lot of young people who’ve benefited. So many young women who are able to participate now, argue from home. There are many benefits too.
Justice Saran: It's a far more efficient system for some senior counsels appearing from different locations.
Justice Saran: Mr Sibal is getting in-person instructions. He will get in-person instructions but he doesn’t want to appear in person. None of the senior counsels wants to appear in person.
Sibal: This is according to me a far more efficient system.

Justice Saran: In addition, you can serve them dasti, some of them like Mr. Jethmalani are already there. Mr Salve had also appeared but for whom we don’t know.
Justice Saran: Mr Sibal, on the face of it, we find out that you have made out a case for issuance of notice. Let us see what they have to say. We’ll hear it in one go when the other side is also there. We find that you’ve made out a case for notice.
