Singhvi: Most important legal aspect - I will now show the consistent stand of the MHA that all institutions must be closed. And, MHRD reiterated and affirmed this stand at times.
Singhvi informs the Bench of the pages in the common compilation which states the details of the situation in different States.
Singhvi (Reading out submissions): Come to Delhi. There is only one para here. It is important to keep in mind Article 14. Different students, different access levels. Exam is not an end in itself. Exam must happen after teaching.
Singhvi: Maharashtra, Punjab, WB, Rajasthan and Orissa are the States that have decided to not take the exams. My Lords, there is no convergence. The next academic will start late due to uncertainty. Half are here and half are there.
Singhvi: Students have gone back to their hometowns. Maharashtra has the biggest case. Ten thousand have died !
Dr. Singhvi submits that the number of cases have been increasing exponentially. He provides numbers for the same to show how it will impact the basic right to life of the students.
