Singh: June 2 he goes to jail and applies for extension but not granted. June 13, CBI forms on opinion to examine him as an accused in jail and there was a CD shown to court. CD records that if there is necessity as per law, he can be arrested if he is not cooperating.

Singh: Last chargesheet was filed on June 7 against K Kavitha, whose bail has been dismissed thereafter by HC. The other thing is, on June 2, he has surrendered. He applies for extension of bail.

Court: That was in PMLA. Why can we not keep it to CBI?

Singh: I'll discuss his role. We will see, it's not so Aam, not so common, the way it's done. After April 23, there is an argument of same petitioner which is being argued regarding his illegal arrest in ED case. On May 10, he got his bail, for campaigning. There is no bar on me to arrest me on that day. He comes out in ED case. I can arrest him that very date itself. That would've been something which could be overreaching. It would be to frustrate SC order. So what a responsible agency does? It waits. I do my other investigation. I m doing my job.

Singh: It can't be a call taken by the IO alone. To take three months after collecting material, even then the investigation is on. It's not that we are waiting and doing nothing. When permission is taken, on April 23, if at all I've to raid his house or to ask him questions as accused, whatever I need to do, the only time I could have done was after April 23. Not before it.

Singh: PC Act requires a permission to investigate. To take permission, I have to have all the material. I collect and process it. By April I have the sanction. There is a mechanism. Its not an agency which immediately takes sanction. It has to be tested as per CBI manual.

Singh: He was called under section 160 as someone acquainted with the facts. Perpetual applications and petition in this court, trial court and SC, we have been fighting all of them. No observation till date that CBI has been overzealous or has done something which violated any statute.

Singh: For all of them, section 41 crpc and 41A have been argued, all judgements considered and rejected. But I have to today start with and defend why did I arrest Kejriwal, CM of Delhi.

Singh: The arrested people are only five who are granted bail. These are none other than people working under authority or K Kavitha, Manish Sisodia and Arvind Kejriwal. They don't have role to play other than abiding by the dictacts. These are not primary people, they are working under them. There are three others who are in custody and their bail have been dismissed by HC and they are Amandeep Dhall, he was found bribing ED officials. Second, Manish Sisodia and K Kavitha, an MLC in Telangana who is heading the South Group.

Singh: There are 17 accused persons. Some arrested. Urgency is to finish their probe under 60 days. I am doing it. The question is, I am also finding other relevant material. There are others, there are more arrested persons. Then the minister himself gets arrested. Despite others being granted bail, that minister's bail has been rejected twice and is pending before SC in second round.

Singh: There is nothing that I am keeping to myself. I have the right as to which chargesheet is to go first and which accused is to be called at what particular point of time. He is the Chief Minister. His role was not apparent because the excise policy was under excise minister. But when relevant he was called.
