CJI DY Chandrachud: This is not in terms of just trying to figure out what has happened but we also need to rebuild lives.
CJI DY Chandrachud: On the committee there are two ways- we constitute committee ourselves- party of women judge and domain experts. Women or male wouldn't matter but there should be women because they will be interacting with the victims...
CJI DY Chandrachud: You tell us if any of these names are good names in the area. Likewise if you have names, you tell us
AG: It would be too early to anticipate what can be done. We need some facts...
CJI DY Chandrachud: They have given names for SIT, we want you to respond on their names.
AG: In order to realise this, we need information...things cannot be theoretical.
CJI: We are running out of time. 3 months have gone. That means evidence is being destroyed...I read in newspaper those 2 women eye witnesses killed...
CJI DY Chandrachud: Merely entrusting to CBI, SIT would not be enough. We'll have to picture a situation where a 19 year old woman who has lost her family is in a relief camp.We cannot have her going to magistrate. We have to ensure that process of justice goes to her doorstep.
CJI DY Chandrachud: What is the relief package sent by union to those in Manipur?
SG Mehta: We share your lordships concerns. We can come back on these issues.
CJI DY Chandrachud: So to restore a sense of faith in the administration...Court appointed team has its own message to send that the highest appointed court is deeply concerned- it will send officers with no political alignment.
CJI DY Chandrachud: There are statements by victims that they were handed by police. This is not a situation like Nirbhaya which was one rape committed - that was also horrific but it was isolated. Here we're dealing with systemic violence which IPC recognises a separate offence
CJI DY Chandrachud: The facts pointed out - they're facts in media, in public knowledge. I'm surprised that state is not possession of these facts. These are being widely reported across national media
