Divan: What the Central Govt. saying on 29 June 2020 ? Guidelines for phase reopening (Unlock 2). Activities that won’t be permitted include schools, colleges and coaching institution
Divan: The Universities need to confer with the local authorities before taking a call. If it’s possible, it’s possible. If not, why go ahead ?
Divan: As per the notifs in Maharashtra, it is stated that the number of cases is increasing terribly. There are colleges in some States which have been taken over for quarantine facilities.
Divan: Many students have taken admission in other universities. I am trying to show you the perspective of the students.
Divan: The previous guidelines had an element of sensitivity and flexibility. They were supposed to be sensitive to the local needs of an area.
Divan: There may be internal evaluations, and other methods. UGC is an expert body, it must be aware of these methods. But, it’s certainly not mandatory

Divan: When the UGC itself says that they are advisory in nature, I submit that they must be tailored according to local needs. That is my understanding.
Divan: I wish to point out that “guidelines are advisory in nature and each university may chart out its own plans to deal with the pandemic”.
