KV Viswanathan - Immediate problem is once the matter is implemented, there will be a problem as once the process starts and if a name is marked doubtful, then names are left out. Not just Muslims, Hindus will also be left out.
AG submits that seeking the postponement of implementation of the Act is the same as seeking a stay of the same.

AM Singhvi talks about setting up Constitution bench soon. Sibal agrees. Says while constitution bench is set up you can say the implementation of the CAA process can be postponed.
CJI Bobde says we cannot hear it without 99% of the petitions being served to the Government. Dhawan says, Irrespective of the number of petitions, what we are looking at is irreversibility
AG urges SC to ask all the petitioners till today to serve, and then allow govt to reply.
Dhavan says both sides can designate a few lawyers to argue.

Senior Adv Rajeev Dhavan, concurring with Sibal, urges Court to first decide if the matters need to be referred to Constitution Bench.
Singh : Pakistan had lesser hindu population. But Assam situation was because of Bangladesh. Can't justify extension. This needs to be referred. Let them not take any action in till then : Vikas Singh, appearing for Assam petitioners.
