Justice Shah: You will have to see that all States take these steps.

Sr. Adv. Jaideep Gupta: Madhya Pradesh is giving money of Rs. 1500 to 3000.

SG: That was fake. It was being circulated and I had said that rather than being an incentive, it was an insult.

Justice Chandrachud: The most important thing is missing here - incentivising by giving extra marks for NEET. Money will not help because people will not want to leave houses in COVID times.

SG: That will be done.

Justice Shah: This is very good, but you have to supervise.

Dawra: This is how the system functions.

Justice Chandrachud: Should we call Mr. Mehra ?

SG: On the topic of doctors appearing for NEET, we have sent a letter to all States. We will screen share.

Dawra: Whenever hospitals say they are running out of oxygen, they use jumbo cylinders. It’s a very effective stop gap arrangement. In Bombay, they told the hospitals to alert at least 4 hours before the tanks run dry.

Dawra: In Bombay, they maintain a Google sheet for tracking the tankers in real time. There can be a simple intervention - you have been talking about cryogenic tankers, and cylinders are used as backups.

Justice Chandrachud: As chairman of E-committee, we receive funds from Finance ministry and then send to High Courts and we need to ensure it meets the end use. What are you doing at your end?

Dawra: As the system works, allotment is made to States. The UP state has put GPS.

Justice Shah: We are of the firm opinion that every State is accountable for the oxygen they receive.

Justice Chandrachud: Ms. Dawra, how do you ensure accountability of the oxygen that is sent to a State ?
