The Ministry of Home Affairs issued a clarification with respect to the order allowing inter-state movement of persons stranded due to lockdown.

"It is clarified that order regarding movement of persons amid lockdown is not extended to those categories of persons who're otherwise residing normally at places other than native places for purposes of work etc.&those who wish to visit their native place in normal course", stated the clarification issued by Home Secretary, Ajay Bhalla IAS.

It was added that the relaxation was not meant for "such distressed persons" and does not extend to "those categories of persons, who are otherwise residing normally at places other than the native places for purposes of work etc, and who wish to visit their native places in normal course".


It was on April 29 that the Home Ministry permitted inter-state movement of migrant workers, students, pilgrims, tourists etc, who are stranded at different places due to lockdown

The order issued guidelines for appointment of nodal officers at States/UTs to facilitate such movement.

Only persons who are asymptomatic of COVID-19 were permitted to move.

On May 1, the MHA allowed the movement of such stranded persons by special trains.
