On May 28, 2021, the Ministry of Home Affairs passed an order creating a different procedure for granting citizenship to minorities (Hindus, Sikhs, Parsis, Christians, Buddhists, Jains) from Afghanistan, Pakistan and Bangladesh in certain districts of India. The order sparked speculation about whether this was an indirect implementation of the CAA, 2019. In addition to these debates are the actual experiences of refugees, including those who may benefit from the CAA, 2019. Who is the intended beneficiary of the CAA, 2019? Does the current system actually help them? If not, what (inclusive) alternatives can we imagine?
In light of these developments, Parichay is hosting a discussion about migration along India's western border, and the experience of minorities who seek refuge and citizenship in India. This discussion will focus on the latest developments brought in by CAA, 2019, and evaluate the recent May 28 MHA notification. Through this discussion, it is hoped that one can think through what it means to have an inclusive citizenship and refugee policy in India.
