Last week, a slew of interim directions were passed by Top Court.

SG, “Let the present system of migration continue, with the train and buses. Mr. Vishwanathan’s clients are always welcome to help. We’ve crossed the threshold of the real problem. For this 15 day period, let it continue.”
SG, “My suggestion is that the system in place has worked, let it continue. On data collection and other aspects, they are academic things, as work is being done on the ground.”
There can't be objection to declaring trains in advance, but if it's made open to all there will be rush at the station.
