CJI to Hooda : How do you establish that the paper leak spread all over the country?
Hooda : Besides paper leak, my argument is that their system are so fragile that it is consistently being compromised.
Hooda : In Sawai Madahvpur, it is their own case that a wrong paper was distributed, and the paper started at 2 PM, and they got to know at 4.30 PM from social media.They say on affidavit.
Hooda : There is a heavy tilt towards Sikar because there is a systemic malaise. We cannot separate from tainted from untainted.
Hooda : One girl from Gujarat went all the way to Belagavi in Karnataka and got 705 marks, but she failed in 12th.
CJI : Is there data of people from Belagavi getting unusually high marks?
Hooda : I will show.
Hooda : This shows systemic failure. And these are not students from Sikar. They have not taken coaching in Sikar.
SG : How can you say that? Sikar and Kota are coaching hub.
CJI : Assuming that it is so, can that be one ground to cancel the exam for the entire country or to cancel the exam only for Sikar?
Sanjay Hegde : 6 people per 1000 on an average is above 650 marks on a national level. That should be the reference point.
One in 4 students getting that in Sikar.
Hooda : City coordinators are the owners of these schools. These are private schools. Invigilators are the employees of these schools. Possibility cannot be ruled out that these teachers are in league with the coaching centres in Kota and Sikar.
Hooda : There is one station in Rajkot, where 12 students are above 700. 115 above 650 marks. There is something special about this Centre.
Hooda : In Sikar, 8 are above 700. 69 above 650. 115 above 600. 241 above 550.
CJI : Uptil now, we have dealt with Hazaribag, Jhajjar, Sikar...
