In the suo moto order passed on the migrants issue, the Supreme Court lauded the efforts of Non-Governmental Organizations (NGOs) which came forward to help the migrants and fighting the pandemic.

"Non-governmental organisations coming forward to help the migrant workers and to fight the pandemic and extend help by providing food, water and transportation at their cost which deserves all appreciation", observed a bench comprising Justices Ashok Bhushan, S K Kaul and M R Shah.

The Court noted that non-governmental organisations and individuals have played an important role in extending helping hand to the migrant.

"Although it is the responsibility and duty of the States and Union Territories to take care of all the needs of migrant labourers but in this difficult time non-governmental organisations and individuals have also contributed and played an important role in extending helping hand to the migrants. The society as a whole was moved by miseries and difficulties of migrant labourers and it exhibited its passion and devotion by way of individuals", the bench added.

Last month, the Patna High Court had directed the State Government to review its decision to not engage NGOs in pandemic control measures.

A division bench comprising Chief Justice Sanjay Karol and Justice S Kumar had observed "in a democratic society, the Civil Society cannot be ignored, more so in the times of disaster".

In April, the Madras High Court had allowed political parties, NGOs and individuals to participate in COVID-19 relief work with strict riders.
