Speaking at a function organized by the National Legal Services Authority to observe the "Legal Services Day", the Union Minister for Law and Justice Kiren Rijiju on Tuesday said that it's known that 4 crore cases are pending in lower courts, and the Government is taking measures to ensure proper infrastructure for lower judiciary.
Referring to the large number of pending cases, Mr Rijiju stated that while the Supreme Court and High Courts are functioning at certain standards which needs to be supported, it is the Lower Judiciary where greatest thrust must be given at this point of time.
It may be recalled that the Chief Justice of India has repeatedly highlighted the issue of lack of proper infrastructure for lower judiciary on many public occasions.
The Minister also said that while it is disheartening to see ordinary person struggling to get justice, it is no one's fault and the circumstances are responsible.
"We know many people who don't get justice. It is not fault of anyone, but the circumstances, its not easy for ordinary person to get justice. A person may sell of property to get justice but he doesn't get a date" the Law Minister said.
Addressing the comments being made on social media and remarks being made on various forums regarding the work being done by Judiciary, Mr Rijiju stated that it is difficult for people to comprehend the work being done by Judges, including the homework and studies done by them.
" There is unpalatable remarks being made in various forums, when you see closely how judges have to forum, it's difficult for people like us to comprehend" Mr Rijiju said.
"We're from public life, we are open, Judges can't be that open. Its not easy for Judge to come out of their courtroom, conventional duties & look after services like providing legal aid." he added.
Commending the work done by National Legal Service Authority to increase people's access to justice, Mr Rijiju stressed on the need to make justice easily available to ordinary persons
"It's disheartening to see ordinary person is struggling to get justice. This distance must be breached and it must be easily approachable. NALSA has taken tremendous steps in this regard & i must applaud the Chief Justice Of India and Justice UU Lalit." Mr Rijiju said.
"We want to ensure that people don't have to struggle bare minimum justice." Mr Rijiju said.
Referring to the law students and future lawyers of the Country, Mr Rijiju ensured that the country will provide great opportunity to these students and they will turn out to be conventional lawyers, good arbitrators etc.
"India will provide you great opportunities. You have to bring live in judicial system & through you we're going to have robust democracy. PM has committed that India must be made International Centre for Arbitration" He said.
Mr Rijiju also spoke about the need to have to make simple laws, in simple language that will be convenient for everyone to understand. That being said, he clarified that the same wouldn't mean that Judges and lawyers would become jobless.
" The idea of bringing justice to doorstep is really transforming judiciary in our country" the Law and Justice Minister said.
Mr Kiren Rijiju concluded saying that everyone including law students, Judges, Ministers should come together and ensure that most vulnerable sections of society are given legal aid and services.
