COVID 19 : Essential Goods & Services Excluded From 21-Days National Lockdown [Read Guidelines]

The Union Government has invoked the powers under the Disaster Management Act 2005 to declare 21-days country-wide lockdown to prevent the transmission of COVID-19 pandemic.
As per the guidelines annexed to the order, all offices of the Government of India and State Governments, and their autonomous bodies and corporations shall remain closed, except those dealing with defence, treasury, public utilities (including petroleum, CNG, LPG), disaster management, power generation,post offices, national informatics centre, water, sanitation, police, home guards, prisons, etc.
In municipal bodies, only staff related to sanitation and water supply will function.
Hospitals, medical establishments, clinics, dispensaries, laboratories and allied services will remain functional. Transportation of health workers and ambulance services will be permitted.
All shops and commercial establishments should be closed except :
- Shops selling food items, groceries, vegetables, public distribution systems, fruits, dairy and milk products, meat and fish, animal fodder. There is an advisory to the District Administration to encourage home delivery.
- Banks, insurance offices, ATMs.
- Telecommunications, internet, broadcast services, IT and IT enables services (for essential services) and as far as possible work from home.
- Delivery of essential goods such as foods, pharmaceuticals, medical equipment through E-Commerce.
- Petrol pumps, LPG, Petroleum and gas retail and storage outlets.
- Power generation, transmission and generation units.
- Capital and debt market units as notified by SEBI.
- Cold storage and warehouses.
- Private security services.
All transport services -air, rail and roadways- will remain closed except for transportation of essential goods and fire, law and order and emergency services.
Industrial establishments, except for manufacture of essential goods, will remain closed.
Hospitality services, except for accommodating persons stranded due to lockdown, and also to accommodate medical and emergency staff, will remain closed.
All places of worship closed. No religious congregation allowed, without exceptions.
All educational institutions to remain closed.
In case of funerals, congregation of not more than 20 persons will be permitted.
All social/political/sports/entertainment/academic/cultural/religious functions/gatherings will be barred.
The order also mentions the offences and penalties to be invoked in case of violation of the directions.
