Delhi Government has submitted before the Supreme Court that the Deputy Chief Minister/Higher and Technical Education Minister of NCT of Delhi took a view on 11.07.2020 and, directed all Delhi state Universities to cancel all written online I offline semester examinations including final year examinations.

The Government has filed the affidavit before the Supreme Court in response to petition challenging the UGC's directive to conduct the Final Year Examinations by September 30.

Supreme Court will consider the Petitions Today.

Delhi Govts also submitted that it has suggested that Universities to devise alternative assessment measures to promote students of intermediary semesters and grant degrees to students of final semesters. 



"There was view of few Vice chancellor that final semester exams should still be conducted, even if other semester exams were cancelled. Some Vice Chancellors have mentioned that they have completed the examination/assessment process through online mode. Further it is to mention that MHRD/UGC has issued guidelines to conduct final year/semester examination mandatorily to maintain quality to some extent and also given time line to conduct examination by end of September, 2020.The views of vice chancellors alongwith MHRD/UGC guidelines were placed before Deputy Chief Minister/Higher and Technical Education Minister of the National Capital Territory of Delhi and he has reiterated his decision dated 11.07.2020 that all Delhi State Universities to cancel all written online I offline semester examinations including final year examinations", states the Affidavit.

As per the Affidavit GGSIP University has around 27,000 final year students and devising mechanism for assessment to award marks to final year students and this is also the case for Delhi Pharmaceutical Science and Research University (DPSRU). The other six Universities have completed the final year Examination by online mode. 

UGC had filed its affidavit on July 30, claiming that the direction to hold final year examinations by September 30 was issued to "protect the academic future of students". It further stated that conducting examinations for final year students is necessary to test them on "specialized elective courses" studied by them during the terminal year.
