The Supreme Court on Monday has issued notice on a petition seeking transfer of a matter pending before the Chhattisgarh High Court s in which it was sought for court-monitored investigation in instances of extra-judicial killings in the State .

The writ petition- W.P (PIL) No. 82 of 2016, titled Suneeta Pottam vs. State of Chhattisgarh is pending before the High Court of Chhattisgarh at Bilaspur to the Supreme Court, as the Supreme Court is already seized of a similar matter in Nandini Sundar and Ors vs. State of Chhattisgar.

The bench of Justices Madan B Lokur and Deepak Gupta has issued notice and sought reply from Chhattisgarh.

The Supreme Court on July 5, 2011 had directed the state of Chhattisgarh to cease and desist from supporting and promoting Salwa Judum and allied groups, which take law into private hands and indulge in human rights abuses, and to stop using SPOs in counter-insurgency programs.

Prashant Bhushan and Vrinda Grover appeared and sought an order  to transfer the matter  from Chhattisgarh high court to Supreme Court.

In the previous plea before the court  it was already raised to constitute and appoint an independent monitoring committee under the supervision of court to inquire into the incidents of killings, abductions, rape and gross violation of human rights by security forces and extra constitutional bodies.

It also sought to direct the State Government to cooperate with the monitoring committee.

Further, direction was prayed for inquiry into the alleged abuses of law under Inspector General SRP Kalluri who has been spearheading the vigilante actions by the Samajik Ekta Manch as well as carrying out fake surrenders, fake encounters, and take disciplinary action accordingly.
