The Supreme Court bench of Justices Ranjan Gogoi and Deepak Gupta, on Tuesday, August 22, asked the Additional Solicitor General, Pinky Anand, to interact with Vikram Sahgal, Inspector General of Police, Manipur and Nagaland Sector, Central Reserve Police Force, Imphal to ensure that the order of the Court directing security/protection to the parents of the boy, killed in a road rage case in Manipur, be implemented fully and effectively forthwith.

Irom Chitra Devi and Irom Lokendra Singh, are parents of the boy, Roger, who was allegedly killed by the Manipur Chief Minister, N.Biren Singh’s son, Ajay Meetai in an incident of road rage. Meetai was convicted and sentenced for culpable homicide, for five years imprisonment.  Roger had not allowed Meetai’s vehicle to overtake him, which led to a confrontation on March 20, 2011.

The State did not appeal against the verdict, seeking enhanced punishment to Meetai.

When approached by the parents, the Supreme Court had permitted them to file their appeals seeking enhanced sentence to Meetai in Gauhati High Court, as it was alleged that no lawyer was willing to represent them in Manipur High Court, because of the atmosphere of fear.

The Supreme Court had directed on July 18 that the security of the parents of Roger, who are petitioners No.1 and 2 and activist Binalakshmi Nepram, who is petitioner No.3 before the Supreme Court, be provided by the CRPF.

Nepram is a humanitarian, author and activist for the advocacy of gender rights and women-led disarmament movements with the objective of arresting gun culture and bringing about peace for Manipur, and  other North-Eastern States.  The bench had directed the Chandigarh Police to make an assessment of the precise security need of Utsav Singh Bains,  lawyer for the parents, who is also the petitioner No.4 before the Supreme Court seeking protection.

On August 22, the bench asked Anand to lay before the Court the necessary information received by her on August 24.
