The Jharkhand State Legal Services Authority (JHALSA) has initiated measures to offer necessary legal aid, security, and appropriate compensation to a 28-year-old Spanish citizen who allegedly fell victim to a gang rape incident in Dumka.

Taking cognizance of the crime, Justice Sujit Narayan Prasad, the executive chairman of JHALSA, instructed the Dumka District Legal Services Authority (DLSA) to ensure comprehensive support for the survivor and her husband. Subsequently, the DLSA facilitated the provision of essential amenities for their comfort during their stay. They collaborated with local medical authorities, including the Civil Surgeon of Dumka and the Superintendent of Phulo Jhano Medical College, Dumka, as well as senior administrative officials, to ensure the couple's well-being and offer any necessary assistance. Additionally, the DLSA worked with the Superintendent of Police in Dumka to arrange adequate security measures and apprehend the perpetrators.

Further, the DALSA President and Secretary, in compliance with the instructions from JHALSA, proceeded to the victim's residence to meet her and gather information about the incident. Necessary instructions were given to officials, emphasizing the urgent provision of support and facilities to the victim. DALSA promptly provided essential facilities to the victim and her husband, while officials also sought information from the Superintendent of Police of the district.

The Principal District & Sessions Judge (PDJ) cum Chairman of the DLSA, Dumka received a report detailing the heinous act against the Spanish woman and her husband. Upon receiving information about the incident around 11:00 A.M. on 2nd March 2023, the PDJ immediately directed the Secretary of DLSA, Dumka, to assist the victims.

Consequently, the Secretary of DLSA promptly assembled a team, led by himself along with the Deputy Chief Legal Aid Defense Counsel (LADC) of Dumka, and paralegal volunteers (PLVs). They rushed to Sadar Hospital, Dumka, where the victim received medical assistance.

At the hospital, the Secretary of the District Legal Services Authority (DLSA) personally met with the victim and her husband, assuring them of comprehensive care and legal support. They were promised that all necessary assistance would be provided, and perpetrators would be swiftly brought to justice.

The PDG's report stated, “The victim was emotionally shattered but was in stabled physical condition and medical examination was in process. Later, the victim and her husband were shifted to the Circuit House, Dumka with adequate security after the medical examination of the victim.”

According to the report, the initial report by the investigating team revealed that a foreign national couple, (identified as 'X' and 'Y'), both approximately 28 years old, approached the police patrol around 11:00 PM, informing them of the incident, subsequent to which, immediate action was taken by the police, initiating an investigation and admitting the victim to Sadar Hospital for medical care.

An FIR for physical abuse was lodged against the alleged offenders at Hansdiha Police Station, and three suspects have been detained for further questioning as part of the ongoing investigation.

Furthermore, a Forensic Science Laboratory (FSL) team was tasked with collecting physical evidence, and a Special Investigation Team, led by the Sub Divisional Police Officer in Dumka, was formed to pursue the case and apprehend any remaining suspects.
