'Round The Clock Security Provided To Parents Of Delhi Cantt Minor Rape Case Victim, Chargesheet Filed': Delhi Police Tells High Court

The Delhi Police has informed the Delhi High Court that round the clock security has been provided to the parents of 9 year old minor girl, allegedly gang-raped and murdered in Delhi Cantt area and that chargesheet has also been filed in the matter.

Justice Yogesh Khanna was dealing with a plea which had sought a Court monitored SIT investigation and judicial enquiry into alleged lapses in administrative action and delayed filing of FIR.

The Court disposed of the plea after taking note of the fact that since the matter was under trial, nothing further was required to be done in the matter.

The development came after the Court had sought status report on the investigation carried out in the case from the Delhi Police earlier in August.

As per the status report, it was submitted that the investigation was completed including filing of the chargesheet and that the four accused persons were arrested and running in judicial custody.

The police also apprised the Court that the supplementary chargesheet along with the FSL result was also filed in the matter which is listed for framing of the charge before the Trial Court at present.

On the aspect of providing round the clock security to other two witnesses, the police stated that there were many cases pending against them and that there was no cogent material to believe the threat perception to them.

However, the Standing Council for the State stated that proper action will be taken on the complaints lodged by the two witnesses.

"Nevertheless, the mobile numbers of the beat constable be provided to the witnesses namely Mr.Hardayal Singh and Mr.Nitin Bagga so in case of any emergency they may be contacted with. In view of the above, petition stands disposed of. Pending application, if any, also stands disposed of," the Court ordered.

A nine-year-old girl was allegedly raped and killed by a priest and three employees of a crematorium near Delhi Cantonment in southwest Delhi.

The plea stated that the minor victim, playing at the Mazar, went inside the crematorium for drinking water. Later, when the victim's mother searched for her daughter, she was told by the accused persons that the victim died due to electrocution.

The plea alleged that the accused persons even tried to bribe the minor victim's parents, by offering them Rs. 20,000.

The parents also alleged that the primary focus of the police was to sabotage the case and that they were tortured and pressurized by the police for compromising the matter.

In September, a Delhi Court had taken cognizance of the charge sheet in the matter.

Delhi Police had registered a case against four accused namely Kuldeep Singh, Laxmi Narayan, Radhey Shyam and Salim Ahmad on the basis of the statement of the minor's mother who alleged that her daughter was raped, murdered, and cremated without their consent. The four are presently in judicial custody in the matter.

The accused persons have been booked under Sections 302, 304, 376, 341, 506, 201 and 34 of the Indian Penal Code, along with sec. 6 of the Protection of Children from Sexual Offences (POCSO) Act and sec. 3 of SC/ST Act.
