The President has appointed Justice Nongmeikapam Kotiswar Singh, senior-most Puisne Judge of Gauhati High Court as Acting Chief Justice of the High Court with effect from the date Justice Sudhanshu Dhulia relinquishes the charge as Chief Justice of the Gauhati High Court consequent upon his appointment as a Judge of the Supreme Court of India.

The Centre yesterday notified the appointment of Gauhati High Court Chief Justice Sudhanshu Dhulia as Supreme Court judge. 

The notification issued in this regard reads thus:

"In exercise of the power conferred by Article 223 of the Constitution of India, the President is pleased to appoint, Shri Justice Nongmeikapam Kotiswar Singh, senior most puisne Judge of the Gauhati High Court, to perform the duties of the office of the Chief Justice of that High Court with effect from the date Shri Justice Sudhanshu Dhulia relinquishes the charge as Chief Justice of the Gauhati High Court consequent upon his appointment as a Judge of the Supreme Court of India."

Justice Nongmeikapam Kotiswar Singh's Profile

He was born on 1st March, 1963 at Imphal, Manipur, to (Late) Justice N. Ibotombi Singh of the Gauhati High Court, who had also served as the first Advocate General of Manipur and Smt. N. Gomati Devi.

On completion of his schooling from Ramakrishna Mission Vidyapith, Purulia, West Bengal, and Pre University Course in Science from St. Anthony's College, Shillong, he graduated from Kirori Mal College, Delhi University with B.A. (Hons.) in Political Science in 1983.

He obtained his Degree in Law (L.L.B.) from Campus Law Centre, Delhi University in 1986, thereafter, he enrolled as an Advocate in 1986.

After a brief practice in the Supreme Court of India, he shifted his practice under the Gauhati High Court, the then common High Court of Assam, Nagaland, Meghalaya, Manipur, Tripura, Mizoram and Arunachal Pradesh.

He also practiced in the Central Administrative Tribunal, Guwahati and the Subordinate Courts, and various Tribunals in Manipur.

He was designated as a Senior Advocate by the Gauhati High Court on 31.03.2008. He also served as the Advocate General of the State of Manipur from 03.11.2007 till his elevation to the Bench.

He was sworn in as an Additional Judge of the Gauhati High Court on 17.10.2011 and as a Judge of the Gauhati High Court on 07.11.2012.

He was appointed as a Judge of the Manipur High Court upon its creation with effect from 23.03.2013. He was also appointed to perform the duties of the office of Chief Justice of the High Court of Manipur w.e.f 01.07.2017 till 08.02.2018, again from 23.02.2018 till 17.05.2018.

Further, on transfer to Gauhati High Court, he assumed charge as a Judge, Gauhati High Court on 11.10.2018.
