A plea has been moved in the Delhi High Court seeking a direction to be given to the Central Government to ask Universities to provide concession on fee chargeable for next semester.
Moved by Justice for Rights Foundation, the petition also wants the educational institutions to be restricted from asking for a lump sum amount or payment of outstanding fees.
The Petitioner submits that parents are unable to pay the fees for educational institutions due to the financial constraints caused by the shutting down of businesses and cancellation of wages resulting from nationwide lockdown.
Payment of fees for the next semester, the Petitioner argues, would further dampen their current financial situation and would compel many students to choose between basic essential commodities required to survive lockdown and to effectively exercise their right to uninterrupted education.
'Further, right to education can only have effective meaning if it is read as a right to continuous and uninterrupted education, the reality also remains that many students and parents are supporting their educational endeavors with the help of educational or friendly loans, which further add to the burden', the petition argues.
It is further submitted by the Petitioner that the concerned authorities have passed no such order for colleges and universities providing concession or relief to students and parents, which is equally important for smooth continuation of studies for college students.
Therefore, it is the case of the Petitioner that the nonchalant and non-serious approach of the Government is causing mental health issues to the students and is seriously affecting their well being.
